Following are summaries of some of the main stories in a selection of Lebanese newspapers Monday. The Daily Star cannot vouch for the accuracy of these reports.

Al-Mustaqbal: Tripoli accuses Nasrallah of readying to use arms again … Siniora confirms adherence to democratic values to face coup

Internal issues have preoccupied Lebanon over the past week – namely the one centered around judicial authorities who are waiting for Hezbollah to send them data in the spy case that Hezbollah secretary-general Hasan Nasrallah discovered within his own party.
In this regard, Justice Minister Shakib Qortbawi told al-Mustaqbal that he contacted State Prosecutor Saeed Mirza last Friday and asked him to move the [spy] case – which was revealed by Nasrallah during his latest speech – forward.

Qortbawi said that spy case is being dealt by Mirza and the relevant security services.
Meanwhile, the head of the Future parliamentary bloc Fouad Siniora stressed he was committed to the “values and principles for which we have struggled for in the face of the coup and those who sought to topple the democratic system by force of arms and intimidation."
In turn, Lebanon First parliamentary bloc member Mohammed Kabbara has warned that Nasrallah was readying to “use arms once again inside Lebanon and inside Syria to defend this [Syrian] system.”
As-Safir: Israel threatens attack against south [Lebanon] if situation in region deteriorates
Information revealed by Nasrallah regarding the arrests of CIA-employed spies within his own party ranks continued to draw reactions at the political and popular levels. The issue quickly turned into bickering between the various political parties in Lebanon, instead of being a means to unite, especially as Israel continues its threats against Lebanon.

In this regard, Israeli security sources have threatened to launch a large-scale military attack against the south if the security situation in the region deteriorated.
The sources, quoted by Israel radio, said Hezbollah has turned most villages in south Lebanon into “explosive villages," pointing to the recent discovery of the means of combat and leadership headquarters and fortifications belonging to Hezbollah inside southern villages.
The Israeli sources said in case Israel attacks southern Lebanon, it will seek as much as possible to reduce civilian casualties and will make sure to notify civilians to evacuate their homes in order to save their lives.

An-Nahar: Two approaches to tribunal issue and Israel warns to attack south

Two weeks into the formation of the new government, Prime Minister Najib Mikati’s Cabinet seeks to finalize the government’s policy statement in three meetings of the ministerial committee Monday through Wednesday.
These meetings are of importance since they will discuss the draft presented by Mikati, particularly the article that deals with the Special Tribunal for Lebanon, ministerial sources said.

An-Nahar learned that the government has taken two very different approaches to the debate over the STL:

Mikati’s approach, which stems from Lebanon’s commitment to international resolutions and need for protection from impending dangers. The other stems from the possibility of imposing a fait accompli, a matter that will expose Lebanon to a series of dangers.

Mikati, however, believes that a policy statement cannot but safeguard Lebanon and spare the country from dangers, a position the prime minister has expressed during his meetings with ambassadors.
For that reason, it is unlikely that the STL will be discussed during Monday’s meeting as long as the issue is being dealt with by political leaders and outside the framework of the ministerial meetings.
Al Akhbar: Israel: Assad rockets will fall Into Hezbollah hands

According to the Israeli newspaper Haaretz, the head of the Israeli intelligence agency, Maj. Gen. Aviv Kochavi, visited the U.S. secretly to warn of the possibility that in the event the Syrian regime was toppled highly developed weaponry from the Syrian military could fall into Hezbollah’s hands. Lt. Kochavi met with numerous officials, including CIA representatives, to discuss the unstable situation in Syria. Haaretz also mentioned reports from Israeli security officials stating that suspicious movement of missiles by Hezbollah across the Syrian border into Lebanon has been noted as a result of the continuous revolts in Syria.

In Lebanon, MP Michel Aoun attacked, once more, the March 14 alliance while addressing his party members in an annual dinner for the party’s Baabda district. Aoun made it clear that the new majority was able to get rid of a scandalous empire and emphasized the importance of working toward preserving these achievements in the face of numerous false accusations by the opposition.

Two weeks after the bloody confrontations in the northern city of Tripoli, MP Mohammad Kabbara held a meeting with numerous officials and representatives from Tripoli in his private household to discuss what he called the scandalous targeting of the city. Kabbara addressed Nasrallah by reminding him that the new Cabinet comes as a result of intimidation by force of weapons and nothing else. Kabbara said Nasrallah falsely accused the Syrian people of aiding Israel through these ongoing protests and warned against the use of Hezbollah weaponry once more, whether internally in Lebanon or in Syria.

Ad-Diyar: STL in policy statement: Achieving justice, protecting civil peace

The ministerial committee will resume its meetings Monday to discuss the final draft policy statement before it goes to Cabinet for approval this week.
According to information made available to Ad-Diyar, intensive meetings and contacts took place over the weekend to finalize the wording of the article that deals with the STL.

Ad-Diyar has learned that the blueprint – with an emphasis on achieving justice while protecting civil peace – was subject to a speedy debate ahead of today’s meeting.
According to the information made available to the newspaper, in the event discussions were not completed [successfully], the committee will hold another meeting Tuesday in order to finalize the draft statement.

Al-Joumhouria: Mikati composes tribunal clause under three titles

Developments this week show an upcoming race between the birth of a policy statement from the Mikati Cabinet and a possible verdict from the U.N backed special tribunal for Lebanon dealing with the assassination of statesman Rafik Harriri. This comes after the Lebanese judges related to the tribunal were summoned to The Hague amidst turbulent regional circumstances especially those relating to the situation in Syria.

The policy statement is in its final stages, stated an official source, with the tribunal clause being the final hurdle. PM Mikati is making sure that the policy statement comes in accordance with three main titles: Defending Lebanon against any dangers, Lebanon’s commitment to international legitimacy, and Lebanon’s acceptance of international decisions.

In relation to the tribunal, and according to the laws that govern its processes, Mirza is supposed to be the first to receive any verdict from the STL and has confirmed that he is yet to receive any such verdict.
